Jennings Strouss Attorney Andrea Sarmentero-Garzón Elected to the Board of Directors for the Energy Bar Association’s Northeast Chapter

Phoenix, AZ (June 25, 2019) – Jennings, Strouss & Salmon, P.L.C., a leading Phoenix-based law firm, is pleased to announce that Andrea I. Sarmentero Garzón has been elected to the Board of Directors for the Energy Bar Association’s Northeast Chapter.


The Energy Bar Association’s mission is to promote the professional excellence and ethical integrity of its members in the practice, administration, and development of energy laws, regulations, and policies by providing: superior educational programming, networking opportunities, and information resources.

Sarmentero is a member of the law firm Jennings, Strouss & Salmon, PLC. She represents clients in transactional, regulatory, and compliance matters in the electric and natural gas industries. She advocates for her clients in litigation and settlement proceedings before the Federal Energy Regulatory Commission and in the federal courts of appeals. Sarmentero’s regulatory practice includes advising clients on issues involving utility and pipeline revenue requirements, pipeline transportation rates, electric transmission rates and incentives, transmission planning and cost allocation, pipeline certificate proceedings, participation in regional energy and capacity markets, FERC’s jurisdictional boundaries, grid resilience, reactive power revenue requirements, and hydroelectric project licensing. She is experienced in drafting and negotiating agreements for energy transactions, including agreements addressing ownership and operation of transmission and generation facilities, capital investments, power purchases, engineering procurement and construction, dynamic transfers of electricity, interconnections, and water and power supply. Sarmentero advises clients on matters concerning compliance with open access transmission tariffs, standards of conduct, NERC electric reliability standards, and PHMSA safety regulations for natural gas pipelines.

 

Prior to joining Jennings Strouss, Sarmentero practiced energy law with a major international law firm in Europe and at the New Jersey Board of Public Utilities. She has worked at the Council of European Energy Regulators, the World Bank, the Council of the European Union, and Cogen Europe. Sarmentero earned her Juris Doctor degree at the University of Malaga, Spain and a Master of Laws in Energy Law and Policy from the Center for Energy, Petroleum and Mineral Law and Policy in Dundee, Scotland. She holds a Master in International Trade degree from the University Complutense, Madrid and a Diploma in International Nuclear Energy Law from the University of Montpellier, France. Sarmentero has also completed the Foreign Lawyer Training Program at New York Law School.
